The team
The BPS Garbage and Recycling Program develops, establishes, and strengthens key policies, programs, and plans shaping how the City of Portland manages and reduces waste and promotes recycling, reuse, and sustainable materials management, while developing authentic relationships across Portland’s multicultural communities.
 
About the job
The Waste Prevention & Policy Coordinator will develop and evaluate policy and programs that promote the environmental, economic, and social sustainability of Portland's waste reduction and recycling, composting, and solid waste services. The position analyzes policy options and data, including playing a key role in developing proposed rates for residential customers and conducting residential franchise review process. Position will report directly to the Policy Manager.

  • Develop Policy: Provide input into local, regional, and state level policy and administrative rules and assist in development of policy to better serve our community, reduce waste, and implement a waste equity vision, Regional Waste Plan priorities, and local implementation of Oregon’s materials management vision.

  • Evaluate Programs: Evaluate the success of Portland's residential, weekly commercial, and multifamily recovery and waste reduction programs by developing evaluation methodology; overseeing contracts for data collection; reviewing and analyzing data; and synthesizing data and presenting results and outcomes.

  • Collaborate: Perform professional, administrative, and operational duties, and community development and outreach activities, by participating in ongoing working groups, special project teams, and collaborative efforts with staff and management.

  • Connect with Community: Participate in community organizations and committees, City work groups, and collaborative teams to develop and implement public policy, public information, public awareness and involvement, community education and outreach, and/or media relations to meet City and unit goals and objectives.

  • Equity Policy Projects: developing a low-income fee for residential collection; seeking new entrants through system policy and the city facilities contract for garbage service; supporting policy reform to better serve multi-family communities; and more

  • Contract Management: Manage the development of multiple contracts, be fiscally responsible for the contracts, and execute contracts.

 Ideal candidate

  • Waste/Sustainability Knowledge: Familiarity with waste/sustainability industry principles and practices. Knowledge of workforce development and equitable outcome opportunities associated with circular economy.

  • Policy Knowledge: Experience with policy framework, development, processes, and analysis.

  • Collaborative: An outgoing professional who values partnership and develops and supports relationships to get things done.

  • Solutions Oriented: Uses strong communication skills to work with a variety of internal and external stakeholders to create, implement, and document solutions.

  • Tech Savvy: Proficiency with Office Suite (ex., Excel, Word, PowerPoint), project management software (ex., Smartsheet), basic data analysis tools. 

  • Engaged with Community: Prefer at least one (1) year of experience involving development, production, planning, roll-out, managing, or supporting community events in a public agency or related field.

  • Polyglot: Bilingual preferred (e.g., fluency in written/orally/reading in Spanish or Title VI languages).

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered. 

Work Location

Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in April  2023, most hybrid employees will be expected to perform at least half of their work in-person.
