We’re currently recruiting for a Solid Waste Management Analyst. The primary responsibilities for the job are to coordinate assigned programs and functions in support of the City’s efforts to deliver high quality and economical solid waste and recycling services to residents and businesses in Vancouver. Areas of assigned responsibility include review of collection systems and services; review and comment on development projects to assure compatibility with municipal code, contracts and collection systems, administration/evaluation of City solid waste code (VMC 6.12). Assist with data analysis and interpretation, to support performance and reporting outcomes, and contract management efforts. Implement and interpret plans, policies and regulations for impacts on utility services and programs, make recommendations for changes. The analyst may provide customer services on a range of program related topics and may plan and manage special projects as needed and support programs or assignments led by other program staff or partners.
This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

Job Details
Essential Functions:
Development Review - Review plans for new construction and tenant improvements to ensure compliance with VMC 20.970, VMC 20.927 and relevant code related to collection truck access and adequacy of enclosure size for garbage and recycling receptacles. Coordinate with the City’s contracted hauling company to address service concerns and alert the company of future needs. May attend pre-application and pre-submittal meetings associated with Land Use projects and participate in pre-lease meetings with prospective businesses and property owners/managers to provide guidance on planning for solid waste needs related to prospective tenant improvements. Ensure compliance with the code related to proper solid waste screening and service delivery as part of the City’s pre-lease program. Coordinate updates to code related to development review.
Planning - Assist with and contribute to the solid waste team program development needs including refining administrative and work processes/planning, policy development and problem solving. Support program monitoring and evaluation efforts to ensure efficient service provision and resource allocation. Provide data analysis and research related to assessing potential policy changes.
Performance Tracking and Reporting - Research, review and evaluate results of the City’s Solid Waste program. Assists in monitoring solid waste contracts for performance reporting and process improvements. Assist the Solid Waste team in identifying goals and priorities for program planning implementation and improvement for alignment with the city plans – Biosolids Planning, Climate Framework, Strategic plan and Comp Plan. Identifying city and contractor practices and work scopes, and County Solid Waste Management Plans. Assists in completing reporting requirements from local, state or federal laws, and/or grant reporting.
Collaborates with administrative and technical staff, contractors, consultants, and the public to provide and gather information. Represents the City Solid Waste program at meetings and provides technical expertise on solid waste issues. Work across organizational lines to identify and develop programs that leverage resources and address priority outcome goals.
Attend all employer required trainings and meetings. Participate in professional development opportunities including industry trainings and conferences.
Occasional on-call weekend work may be required to help with Neighborhood Cleanups.
Occasional presentations and public speaking or support other staff to balance workload as needed.
Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
Three (3) years of experience in Solid Waste, utilities, environmental sciences, solid waste engineering or operations, planning, business administration, waste handling and collection, or related fields
Equivalent to a Bachelor's Degree.
Education and work experience equivalent to a Bachelor's Degree in public policy, business, planning, science/engineering, environmental management, communications. Trade or technical college in related fields will also be considered.
Computer Skills
Intermediate skills in Microsoft Office – particularly Excel, Word, Outlook, and PowerPoint.
Intermediate in building and using models in Excel or software in reviewing, updating and/or pulling data in other sorts of software relevant to assigned role/functions (ex: Infor, Hansen, ePlans, GIS/Property Information Services, or other).
Required Licenses and/or Certifications - Ability to obtain a driver’s license within 6 months of hire.
Knowledge
Local and regional level waste reduction, recycling and solid waste handling systems, facilities and practices.
Processor and recycling market factors related to contamination reduction.
Knowledge related to the areas of assigned responsibilities such as planning and development review, community outreach and education.
Pertinent federal, state and local laws that pertain to solid waste.
Conflict mediation and coordination among roles and strategies, building and maintaining effective partnerships with other agencies, public, private and non-profit organizations.
Modern office procedures, methods and computer equipment
Use of personal computers and basic software
Abilities
Manage multiple projects and meet deadlines. Manage multiple projects and meet deadlines. Maintain and update extensive data on regional operations that collect items for recycling and reuse. Read plans and calculate measurements such as turning radii, container volumes, enclosure spaces. Maintain a high level of attention to detail.
