The team
The BPS Garbage and Recycling Program develops, establishes, and strengthens key policies, programs, and plans shaping how the City of Portland manages and reduces waste and promotes recycling, reuse, and sustainable materials management, while developing authentic relationships across Portland’s multicultural communities. The Outreach and Education staff engage and empower a diverse range of audiences via residents, multifamily & business involvement, youth engagement, behavior change campaigns, volunteer programs, grass roots outreach and community organizing, culturally specific outreach, social media participation, and partnership events, just to name a few.

About the job
The Community Education and Outreach Coordinator will have the opportunity to maintain, improve, and co-create new formats for community-based learning on recycling, waste prevention and sustainable choices, using an equity lens. This individual will work closely with the team’s Outreach and Education Manager and staff to engage with different audiences, including residents, multifamily residents, businesses, students, and community-based organizations. The position seeks creative and critical investigative skills, judgment, and discretion in formulating and implementing programs that include and serve underrepresented communities while aligning with Oregon’s recycling and waste prevention program requirements, the City’s waste equity plan, and the 2030 Regional Waste Plan. With autonomy and self-direction, the position will conduct stakeholder engagement, develop key relationships with community partners, deliver implementable insights around equitable engagement and outreach, manage contracts and consultants, facilitate stakeholder and community meetings, and develop reports and findings.
 
What you get to do

  • Equitable Outreach and Education In tandem with the Outreach and Education Manager and team, create and develop a strategic plan for equitable engagement, outreach, programs, and campaigns that align with bureau priorities and partner agencies, such as, DEQ’s Educational Requirements and Waste Prevention Plans and Metro’s Regional Waste Plan.

  • Master Recycler Program Coordination: While supporting the existing Master Recycler course and base of volunteers, continue to sow and foster relationships with historically underrepresented communities and community-based organizations. Work in collaboration with Metro’s Master Recycler program administrator, local governments, and community partners on new opportunities for learning that emphasize culturally relevant topics and reach underrepresented communities. Develop and implement interactive popular education style training workshops for youth and adults. 

  • Volunteerism:  Work with Master Recycler volunteers to track, evaluate, and report their accomplishments. Build cultural competency in volunteer pool by recruiting and maintaining a diverse pool of volunteers, providing a mentor program, and a language pool. Work with community partners who engages with a diverse audience. 

  • Collaborate: Partner with the bureau’s Equity and Engagement Team to assure sustainability programs and messages reach diverse communities.

  • Coordination, Speaking and Facilitation: Act as a bureau spokesperson and liaison to external groups; facilitate public dialogue and consensus-building efforts to identify and resolve conflict and improve projects and processes. Communicate complex technical information with the public in accessible, engaging, and informative ways. 

  • Contract Management: Manage contracts with support from procurement staff; oversee the work of consultants.  

  • Relationship Building: Develop and maintain relationships with other public agencies and waste industry partners; assess community values, concerns and opinions and communicate them to staff and management.

  • Solutions Oriented: Uses strong communication skills to work with a variety of internal and external stakeholders to create, implement, and document solutions.

  • Value Diversity, Equity, and Inclusion (DEI): Use DEI concepts to guide and inform your work. Experience leading and mentoring people and creating and maintaining an inclusive, respectful, and culturally responsive workplace.

  • Emotionally Intelligent: Motivated, passionate, team-oriented, and empathetic. Strong interpersonal skills and emotional intelligence.

  • Tech and Media Savvy: Proficiency with Office Suite (ex., Excel, Word, PowerPoint), project management software (ex., Smartsheet), basic data analysis tools. Knowledge of social media, online marketing, and website maintenance.  

  • Engaged with Community: Prefer at least one (1) year of experience involving development, production, planning, roll-out, managing, or supporting community events in a public agency or related field.

  • Polyglot: Bilingual required (e.g., fluency in written/orally/reading in Spanish or Title VI languages).

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Work Location

Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in April  2023, most hybrid employees will be expected to perform at least half of their work in-person.

  • Education/Training: Course work from an accredited college or university in business administration, public administration, or field related to organizational unit or Bureau/Office.

  • Possess a valid state driver's license and acceptable driving record.
