GENERAL STATEMENT OF DUTIES
Coordinates the waste reduction program; conducts waste stream audits; designs and implements waste reduction and recycling programs and events; prepares and disseminates educational and promotional information; and manages volunteers. Performs other related duties as required.
 
SUPERVISION RECEIVED
Works under the supervision of a supervisor or manager, who assigns work, establishes goals, and reviews results obtained for conformance to departmental standards, and overall program effectiveness.
 
SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this classification; however, recruits, trains, direct and coach's volunteers. At times may be asked to train other Waste Reduction Coordinators.

Typical Duties - Duties include, but are not limited to the following

This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required. 

  • Manage, plan, budget, and deliver Master Recycler training. 

  • Design training manual and materials. 

  • Recruit and coordinate trainers and consultants. 

  • Deliver training through a variety of methods. 

  • Recruit and communicate with volunteers. 

  • Survey what other state programs are doing. 

  • Prepare audio, video, and written materials (advertisements, flyers, etc.) for education and promotion of Department programs.

  • Develop, implement, and monitor Marion County’s waste reduction, reuse, and recycling programs. Compile and distribute regular reports. Review state and national programs.

  • Plan, assign, and review work of volunteers and seasonal or special project employees. Provide support to volunteers; coordinate activities; evaluate effectiveness of the training; and compile automated data.  

  • Conduct waste audits of Marion County businesses and government offices. Analyze waste stream, prepare reports, suggest alternatives, and monitor implementation. Coordinate activities with other agencies.  

  • Act as liaison and technical advisor to the general public, county departments, other local, state and national bodies, and to committees, task forces and associations.

  • Design, coordinate, budget, and implement Event Waste Reduction programs.

  • Speak to the public, civic organizations and the news media about waste reduction, reuse, recycling, and composting programs

  • Utilizes computer by accessing, retrieving, and inputting information.

  • Works variable hours, including occasional evenings and weekends.

  • Operates a motor vehicle.  

  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations.  May be assigned clerical/support, incident liaison, or other duties at any location within or near the county.  Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

  • Responsible for working safely and following all applicable safety health rules. Worker is responsible for reporting any unsafe condition to supervisor, crew leader or lead worker. Workers are expected to stop work when conditions are unsafe and could lead to significant property damage, serious injury, or death.

Requirements for the Position

EXPERIENCE AND TRAINING:

  1. Four-year college degree in physical science, public or business administration, or related field; AND Two years' experience in waste reduction, recycling or a related field; OR

  2. Any satisfactory equivalent combination of education, training and/or experience relevant to the position.

NECESSARY SPECIAL REQUIREMENTS

  • This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required.  An additional 5% will be added to the hourly wage as compensation for this skill.   Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process.  

  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.

  • Must become certified as Marion Resourcer within twelve (12) months of hire.

  • The finalist for this position may be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

  • This assignment is represented by a union. 

  • This is a full-time position, which is eligible for overtime.   

  • Typical Work Schedule:  Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.

Considerable knowledge of: Waste reduction, recycling, and composting methods, programs, and activities; laws, rules, and regulations governing waste reduction; principles, practices and techniques of research, planning, budgeting, and project management; marketing and promotional outreach; program planning, development, and coordination related to volunteer and community relations programs.
 
Skill and ability to: Analyze and evaluate complex problems and devise solutions; plan, prepare, and monitor budgets; interpret and explain technical environmental issues to others; effectively market a program or service; develop, implement, and maintain a volunteer program; recruit, manage, train and motivate volunteers; prepare and deliver oral presentations to public groups; communicate effectively both in oral and written form; write concise statistical reports; establish and maintain effective and professional working relationships with the public, volunteers, co-workers, and other agencies; operate a motor vehicle, operate various computer programs.

BEHAVIORAL EXPECTATIONS:

PHYSICAL REQUIREMENTS:
Drives a motor vehicle and maintains an acceptable driving history; sees using depth perception; stands; sits; moves about the work area; lifts up to 30 lbs.; moves carts with a 50 lb. load; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal speech level; may work in heat or cold.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program.  Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.  Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
