The Materials Management section plans and implements policies and programs to reduce impacts of materials and products throughout their full life cycle, from design and production through distribution, consumption and use and management at end-of-life. The Building Material and Reuse/Repair Specialist serves as a senior technical expert in support of the Materials Management Section and Materials Management in Oregon: 2050 Vision and Framework for Action.

DEQ's Materials Management section has an opening for one (1) full time Building Material and Reuse/Repair Specialist (Natural Resource Specialist 4).

What you will do!

Your focus will be on reducing the lifecycle impacts of materials and products used in buildings and infrastructure, and development of the program’s strategic plan for the built environment. You’ll lead implementation of DEQ's strategic plan for Reuse, Repair, and Extending the Lifespan of Products in Oregon. You will also lead development of programs, goals, policy directions and action plans, and will design and lead projects to implement those plans. In addition, you will design and conduct research, hire and direct consultants and administer contracts, conduct extensive engagement with stakeholders and work collaboratively with other program staff, and diverse public and private partners. Experience in materials management is desirable but not required.

What are we looking for?

  • Bachelor’s degree in Natural Resources or Environmental Science or a closely-related field and 4 years of experience in a physical science, environmental science or closely related natural resource field. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities (an equivalent combination of education and experience is acceptable).

  • Knowledge of reuse/repair/product life extension for materials and products

  • Knowledge of construction process and materials

  • Architecture and/or building design experience

  • Project management skills

  • Knowledge of life cycle impacts of materials and products

  • Ability to envision alternative futures for production, consumption, reuse and recovery of materials and identify reasonable strategies leading to these

  • Knowledge of regulatory and non-regulatory options for influencing business and consumer decisions regarding production, consumption, reuse and recovery of material

  • Knowledge of building and zoning codes
